The Guardian Council panics after the exposure of fraud: Whether or not ballots are folded or not folded or their being new cannot be an indication of an infraction.
[Guardian Council Abbas-Ali] Kadkhoda’i said, concerning new and even unfolded ballots and [unsuccessful candidate Mohsen Reza'i's brother] Omidvar Reza’i‘s declarations to the effect that seventy or eighty percent of the votes had been written with the same pen and in the same handwriting and put in different ballot boxes, that sort is precisely whom the Judicial Branch must deal with and confront those who have concocted such a blot. Whether or not ballots are folded or not folded or their being new cannot by itself be an indication of an infraction.

Spokesman for the Guardian Council: The Judicial Branch must confront those who say that the people’s votes have not been folded. The exposure of the Guardian Council’s lies and fraud through the publication of pictures of unfolded ballots.
The publication of pictures of unfolded and new ballots on television during the course of the vote recount has once more disgraced the Guardian Council. While all voters must fold their ballots to put their votes into the ballot boxes, the display of unfolded and new ballots on the Islamic Republic’s television must be considered an undeniable document of flagrant fraud in the elections. The exposure of this disgrace has led to a hasty reaction from a spokesman of the Guardian Council and threats against those who have called the election’s soundness into question.
Why are the ballots so new and none of them have been folded?
Among the pictures which were published in the government’s official report on the voting recount, there are several serious issues:
- What were the ballot boxes for the City Council doing among the ballot boxes for the presidency?
- Why were the ballots so new and not a one of them was folded? Didn’t they fold the ballots when casting their votes?
- All the votes for Mahmud Ahmadinejad were written in the same handwriting.
A new disgrace for the Guardian Council: The Guardian Council’s ratifying the results of the election before the recount of the votes from Gilan. While Fars News Agency announced on Monday night, at 10:23, that the results of the recount of the Gilan vote would be announced on Tuesday morning, the Guardian Council ratified the elections on Monday night at 9:50. Fars News Agency added that the work of recounting the votes of ten percent of the ballot boxes in of the sixteen districts of Gilan, the final result of which would be announced on Tuesday morning, but according to the lasted reports, no change in the electoral results for Gilan appeared, except in a few instances in which the tally for Ahmadinejad actually increased. It is worth mentioning that the Fars News Agency had announced Ahmadinejad’s victory in the elections on Friday, June 12, three and a half hours before the ballot boxes had been opened.

I am not sure what you are referring to as “Rubbish”. I assume it’s Hammond’s article. But he might even have some points. I’m going to write an answer to it as soon as I have the time.
Thanks for sending it my way.
